Tasmanian Alcohol Action Framework 2010-2015 – Rising Above the Influence

The use of alcohol is part of Australian culture, social activity and the economy. It also causes significant harm within communities including preventable illness, death, injuries, motor vehicle accidents, assaults and family and social issues.

The Tasmanian Alcohol Action Framework 2010-2015 - Rising Above the Influence is the Government’s overarching policy on alcohol and provides a means to address alcohol issues in a planned and coherent manner. The key strategies of the Framework are:

  • changing the drinking culture in Tasmania;
  • an effective system for controlling the supply of alcohol; and
  • providing effective interventions to deal with and prevent alcohol-related harm.

The Inter Agency Working Group on Drugs is responsible for coordinating the implementation of the Framework and has now released the Tasmanian Alcohol Action Framework Annual Implementation Plan 2011. It is a combined plan that highlights the activities of Government and other interested key stakeholders in addressing alcohol-related harms in Tasmania. Report on liquor licensing legislation by Stenning & Associates

Stenning & Associates has completed an independent review of Tasmanian legislation dealing with the sale, supply and demand for alcohol and the management of alcohol related harm in the State. The principal focus was the Liquor Licensing Act 1990.

The Stenning Report was commissioned by the Inter Agency Working Group on Drugs and is a key action under the Tasmanian Alcohol Action Framework. The Report recommends changes to Tasmania’s liquor licensing legislation to improve the way alcohol and alcohol related harm are managed. It provides options for the Tasmanian Government and stakeholders to consider.

The Department is currently undertaking a review of the Liquor Licensing Act and will release a discussion paper for public comment in the second half of 2013. The recommendations of the Stenning Report will be referenced in this paper. Participants in the review process might find the Stenning Report a useful source document.

Sporting Club Alcohol Strategy

Under the Tasmanian Alcohol Action Framework, the Liquor and Gaming Branch has initiated a project to assist sporting clubs to develop and implement alcohol harm minimisation strategies to manage their member's interaction with alcohol. The initial focus will be on Australian Rules football clubs. The Branch will be working in close co-operation with the Department of Infastructure, Energy and Resources through their Community Road Safety Program, the Australian Drug Foundation's Good Sports program and AFL Tasmania.
